This topic has been bouncing in the race rules post, I think it is time to make a rule change proposal.
Comunication:
Push to talk radios are permitted as long as the driver is not distracted by the action of PTT.
Cell phones are permitted only when the vehicle is at a stop (such as a breakdown) or when in hands free mode on an open line (no dialing).
Texting is banned when ever the driver is physically in the car.
Penalty for violation of the above rule is the offendings car and drivers imediate removal (disqualification) and in subsiquant season races the driver will be banned from using any electronic form of comunication.

As long as the communication does not distract the driver in any way during the race i think its all good. On a side not i can see a rise in cell phone bills coming :)

Feee weekends works great for this. Almost all races are on Saturday.
Good points on com. We use PTT radios in both of our cars. One is cliped to the safety harness with an ear bud run up inside the helment. The other unit has a motorcycle set up. The radio is cliped to the safety harness and ear phones are velcroed inside the helment with a mike velcored to the chin part of the helment. It has a mike button straped to the steering wheel so the driver never has to take his hands off of the wheel. That set up is about $50-60 unless some motorcycle rider donates one.
I like as long as the hands free cell phone use stays. I would even advocate that the radio's be VOX instead of PPT.
When I am running races I actually encourage people to do this. Put the earpiece in and lock your line open to your pit person. You can get info and give info to the pit on what is going on. I often hear back from my teams drivers about safety issues on the track before the corner marshals say a word (we use radios with ear pieces so all of us can hear what is happening togeather).
