as stated in the rules there must be a key that is able to turn off the car both inside and outside. how about for the inside key use a circuit breaker? this should be safer cause it means in the event of a short or something, that the car would automatically turn off without the driver needing to turn the wheel. currently i do have both keys but i also run a circuit breaker that has a read off switch, can this be used to be the only interior "key" ?

On our cars we use a circuit breaker that is like a "household" breaker but rated for the cars. This is on the inside and is the 'driver' disconnect. Through the hole in the switch of the circuit breaker we run a cable that goes outside the car with a loop on the far end so that when pulled it turns off the breaker. Very simple, works well, and one less part to break, or wire to come loose. The outside cable goes through a red triangle so is easy to see and easy to turn off quickly. We did it once when a car with a young brother was in it accidently turned on and took off at full throttle---it was doing about 20 when one of my students grabbed the loop.
